The Riderwood Village site was owned by the Maryland Department of Health and Mental Hygiene for use as a medical residential campus. Through an RFP process, subsequent contract negotiations, and ultimate approval by the State’s Board of Public Works, the property was declared surplus and sold to Erickson Communities. Soltesz assisted the client throughout this process.
The 154-acre site consists of 2,000 senior living units (buildings are four to seven stories with approximately 200 units each), a 640-bed skilled care/assisted living complex, a chapel and a maintenance building, four community buildings with full service dining, pharmacies, banking, convenience stores, conference halls, and indoor recreation facilities (a total of 23 buildings).
Soltesz provided civil engineering, consulting and environmental services related to the schematic design, design development, construction document, and construction phases of the project. It was necessary to process plans for this project through two counties simultaneously due to its location.
Soltesz’s scope of work included preparation of a Special Exception Site Plan for the entire site. This included layout of buildings, roads and parking areas, parking tabulations, buffering and setbacks, net tract/density calculations, along with processing of this plan through Maryland-National Capital Park and Planning Commission of Prince George’s County and Montgomery County for approval. In addition, the firm provided coordinate geometry computations of public and private roads, parking areas, plazas, and sidewalks on-site, grade establishment plans, earthwork analysis for site grading, private storm drain and paving plan, water and sewer plans, and stormwater management plans.
Additional services provided by Soltesz included sediment control, tree conservation, forest stand delineation, and wetlands surveying. Soltesz also prepared for and attended meetings/hearings with the client, agencies, attorneys, citizens, and others as required for the Special Exception Plan, as well as for project coordination and status reports.
Soltesz provided technical assistance to the owner during the preparation of the Maryland Department of the Environment water appropriation permit (processed by others) for a well to withdraw in excess of 10,000 gallons per day of ground water for site irrigation purposes, and in order to maintain water levels in a stormwater management facility designed by Soltesz.
