Executive Leadership

Ed Carroll is responsible for managing our Southern Maryland operations serving Charles County, St. Mary’s County, and Calvert County. His duties include financial management, resource allocation to meet client schedules, and management of project teams and support staff. Ed brings over 30 years of experience in the design and management of residential, commercial, institutional, and industrial land development projects located throughout Southern Maryland.

His expertise includes project management, stormwater management design, water resources engineering, site feasibility analyses, site planning, and local permitting. Ed is known for delivering high-quality projects, balancing superior site planning techniques with innovative and cost-effective civil engineering solutions.
