Soltesz provided civil/site engineering, stormwater management, and surveying services to the Upper Rock District, a 20-acre, mixed-use, transit-oriented community located off Interstate 270. The project was broken into three phases with independent engineering and permitting to allow project needs to change with marketplace demands. The site plan concept incorporates new urbanism principles: a walkable community composed of residential buildings, a market place, an office building, and parking structures. Sustainable features include the site development of a brownfield, vegetated & energy star reflective roofs, bike shelters, walking paths, high efficiency fixtures, etc. During the preliminary site design, Soltesz performed hydrologic studies associated with justification to remove existing stormwater facilities and to provide analysis of impacts on existing, and downstream, regional facilities. Soltesz also provided solutions for stormwater management below structural systems and a green roofing system for the parking garage in Phase I.
Surveying services included construction stakeout, topographic surveys with elevations, and preparation of metes and bounds sketches and layout for easement which is shown on a record plat. Additionally, Soltesz provided field survey test pits with utility locations and as-built information was prepared for storm drain structures and the stormwater management plan.
This project required coordination with the City of Rockville, Montgomery County, WSSC and the Maryland State Highway commission. Additionally, throughout all three phases of the project, Soltesz has been providing plans for: utility coordination, utility relocation, roadway design, zoning, water, sewer, storm drain, and forest conservation.
